Indian Terrorism Suspect Extradited to India

Today, the International Crimes Department of the National Public Prosecution Authority (NPPA) executed the Extradition Order issued by the Minister of Justice and Attorney General of the Republic of Rwanda, Hon. Dr. UGIRASHEBUJA Emmanuel, dated November 12, 2024, with its extension on November 26, 2024. This order resulted in the handover of Mr. SALMAN KHAN, also known as SALMAN, to the Republic of India.

Mr. Salman Khan, an Indian national born on May 5, 1994, is accused of terrorism. He was arrested in Rwanda on September 9, 2024, following an International Criminal Police Organization (INTERPOL) red notice issued by India on August 2, 2024.

During the handover of Mr. Khan to the Indian government, John Bosco Siboyintore, a National Prosecutor from the International Crimes Department of NPPA, emphasized that although there is no formal extradition treaty between India and Rwanda, this extradition underscores the vital role of international cooperation in combating cross-border crime. He stressed that this case sends a strong message to those who believe they can evade justice by fleeing to Rwanda. 

The extradition was carried out in accordance with Rwanda's Law N°69/2013 on Extradition, specifically Articles 3, 19, 20, and 21.
