Protecting Victims and Witnesses

SERVICE RESPONSIBLE FOR PROTECTING VICTIMS AND WITNESSES

 BACKGROUND

This service was established at the end of 2006 after observing a significant number of crimes committed against victims and witnesses, which had an impact on the statistics of reported crimes. Its establishment was proposed by the National Public Prosecution Authority and approved by the Cabinet meeting in 2006.

VISION OF THE SERVICE

The vision of this service is to contribute to strengthening the foundation of Rwandan society where every citizen enjoys adequate freedom and is given the dignity that is inherent to every human being in general, particularly for victims and witnesses.

OBJECTIVES

  • To protect witnesses and victims;
  • To address various issues faced by victims and witnesses;
  • To prevent harmful actions against victims and witnesses;
  • To promote the rights of victims and witnesses;
  • To advocate for justice and collect additional evidence;
  • To facilitate support for victims and witnesses in health, social matters, and mental well-being.

RATIONALE FOR VWPU

  • To establish mechanisms for protecting witnesses,
  • To encourage witnesses with important information who are reluctant to testify due to fears for their safety,
  • To collect information on crimes committed against victims and witnesses.
