Victoire UMURUNGI

Victoire UMURUNGI holds a Master’s Degree in Public International Law from Kigali Independent University (ULK). She also holds a Bachelor’s degree in Law obtained from Kigali Independent University (ULK) in 2006, as well as a Post Graduate Diploma in legal practice from the Institute of Legal Practice and Development (ILPD). She previously served as Prosecutor at Intermediate Level from 2007 to 2019 and Prosecutor in Economic and Financial Crimes Unit from 2020 to 2022. She participated in various trainings & workshops. Currently, Victoire UMURUNGI is Chief Prosecutor at Intermediate Level.

Françoise MUSHIMIYIMANA

Françoise MUSHIMIYIMANA is a Rwandan woman born in 1976. She worked for National Public Prosecution Authority (NPPA) since 2004 as a chief Assistant at National level and Chief Prosecutor at Intermediate level since 2015. She graduated with a Master Degree in Public International Law from Kigali Independent University in 2014, a Bachelor Degree in Law from Kigali Independent University in 2009, a Bachelor Degree in Political Science from National University of Rwanda in 2003 and a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD) in 2014. She is a Board Member of Rwanda Environment Management Authority (REMA) since 2015, was a Commissioner in Electoral Commission at District Level in 2003, and a professional in charge of Political Affairs at District level in 2004. She has been trained in Forensic Sciences, investigation of terrorism, international and transnational crimes, leadership, change Management and litigation.

UMUMARARUNGU Marie Rose

Marie Rose UMUMARARUNGU holds a Bachelor’s degree in Law from Kigali Independent University in 2004. She holds also a post graduate Diploma in legal practice from the Institute of Legal Practice and Development (ILPD) in 2011. She holds certifications on: Gender Violence, domestic violence, Economic crimes, Leadership, communication system, Trainer of the integrated persons for Gacaca Court, techniques of criminal investigations, children rights, protection of human rights, crime of genocide and other crimes against humanity. She served the National Public Prosecution Authority( NPPA) as a prosecutor at the intermediate level from August 2004 to September 2015, acting chief prosecutor in different short periods. Currently, Ms. Rose is Chief Prosecutor at the intermediate level since September 2015.

GAHAMANYI Emmanuel

Mr Emmanuel GAHAMANYI born 1977, is Chief Prosecutor at Ngoma Intermediate level from September 2015. Before to the current position Mr Emmanuel has served the NPPA as different position: Prosecutor of the NPPA Economic and Financial Crimes Unit, from November 2011 to September 2015; Assistant to National Prosecutors in the Office of the Prosecutor General from December 2009 to October 2011; Chief Assistant to at NPPA Intermediate level from September 2004 to August 2009; and Secretary of the NPPA NPPA Intermediate level from September 2001 to August 2004. He a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD) of Nyanza in Rwanda and . Bachelor’s Degree in Laws from the University of Lay Adventists of Kigali(UNILAK).

Esther MURIGIRWA

Born in 1973 and obtained her Master’s Degree in 2009 in Commercial Law from the University of Witwatersrand, Johannesburg in South Africa. She has a Bachelor’s degree obtained from the National University of Rwanda in General Law. Presently, Esther Murigirwa is Chief Prosecutor at the National Public Prosecution Authority (intermediate Level, Karongi in the Western Province) where she pleads cases before the Intermediate Court and Primary Court when need arises apart from the administration of NPPA (Karongi Intermediate Level). Previously, she has been a Judge at Nyarugenge Commercial Court where she joined in 2008 after serving as a Judge at Muhanga Intermediate Court handling criminal matters in the chamber of Juvenile offenders for four year after serving in the Prosecution Department for two years. In addition to the above, Esther has a desire of Crime Prevention as to have a crime free society and because it’s a key to development.

Kayitare Jean Baptiste

Jean Baptiste KAYITARE holds a Bachelor’s degree in Law from University of Rwanda in 2000. He also holds a post graduate Diploma in legal practice from the Institute of Legal Practice and Development (ILPD) in 2011. Mr. Jean Baptiste KAYITARE holds certifications on: Economic crimes, communication system, techniques of criminal investigations, protection of human rights, crime of genocide and other crimes against humanity. He served the National Public Prosecution Authority( NPPA) as a prosecutor at the intermediate level from October 2000 to January 2012, acting Chief Prosecutor at the intermediate level from March 2015 to October 2015. Currently, KAYITARE Jean Baptiste is Chief Prosecutor at the intermediate level; Before being promoted at this lever he has been a National Prosecutor governed by a contract from February 2012 to February 2015 where he pleads cases before the High Court. Besides, he was a member of the NPPA Unit in charge of prosecuting the international crimes (ICU).

Michel NSHIMIYIMANA

NSHIMIYIMANA Michel is a Rwandan male born in 1975. He holds a bachelor's degree in law from Kigali Independent University (ULK) in 2004. He obtained a Post Graduate Diploma in Legal Practice in 2010. Prior to being promoted to the position of chief Prosecutor in 2013, he has served as Prosecutor at intermediate Level, from 2004 to September 2013, prosecutor in Economic and Financial Crimes Unit from 2006 to 2013, Team Leader of the Unit from 2008 to 2009 and from January 2013 to September 2013, Vice Chairman of NPPA Tender Committee from November 2012 to November 2013. From January 2014 to November 2014, he served as National Prosecutor Governed by a contract of employment where he pleads cases before the High Court. Since May 2008 to February 2012, NSHIMIYIMANA Michel has benefited different trainings and workshops : Investigating and prosecuting transnational crimes with reference to anti money laundering/counter-financing of terrorism and corruption, the role of the judiciary in the protection and enforcement of intellectual property in East Africa, Creation, management, bankruptcy and liquidation of financial institutions; differentiating banks from micro finance institutions, tax law and procedures, financial audit, Accounting, ….

Javan NIYONIZEYE

Javan NIYONIZEYE is Chief Prosecutor and a member of High Council of the Public Prosecution. He joined National Public Prosecution Authority in 2004 serving as a Prosecutor at Primary level. In 2007, he started working at the Intermediate level and in 2009 he was elevated to the position of Chief Prosecutor, the post that he occupies until today. Mr. NIYONIZEYE holds a Master’s degree in Public International law obtained from Universite Libre de Kigali (ULK) and a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD) of Nyanza in Rwanda. He also holds a Bachelor Degree in General Law obtained from the National University of Rwanda. In addition, Mr NIYONIZEYE has extensively benefited from a variety of trainings both at national and international levels, which have continually enhanced his professional skills.

Janvier MUNYANEZA

Janvier MUNYANEZA is Chief Prosecutor at Intermediate Level. Prior to being elevated to the current position, Mr. MUNYANEZA has served the Parquet General as a Substitut du Procureur de la République since 1997 to 2004 and a Prosecutor at Intermediate Level in different decentralized levels of NPPA. He holds a Master’s Degree in Public International Law obtained from the Kigali Independent University and a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD) of Nyanza in Rwanda.

Alice BATAMULIZA

BATAMULIZA Alice holds a Bachelor’s degree in Law from Kigali Independent University in 2004. She holds also a post graduate Diploma in legal practice from the Institute of Legal Practice and Development (ILPD) in 2013. She holds certifications on: Gender Violence, domestic violence, techniques of criminal investigations, other crimes against humanity, Trainer of the integrated persons for Gacaca Court, , children rights, protection of human rights. She served the National Public Prosecution Authority( NPPA) as a prosecutor at the intermediate level from August 2004 to November 2016 (NYAGATARE- HUYE- GICUMBI-NYARUGENGE) . Currently BATAMULIZA is Chief Prosecutor at the intermediate level.

Augustin RUSANGANWA

RUSANGANWA Augustin holds a Bachelor’s degree in Law from University of Rwanda in 1999; He holds trainings and certifications on: fighting corruption, communication system, techniques of criminal investigations, other crimes against humanity, including leadership courses.He served the National Public Prosecution Authority( NPPA) as a prosecutor at the intermediate level from October 2000 to march 2007; He served as the legal adviser to the Mayor of the city of Kigali from December 2007 to November 2014, and served as the chief adviser of the board of City , Councillors  of the City of Kigali from November 2014 to November 2016;
He holds a post graduate diploma in legal practice a warded on 23/08/2019, from ILPD; and Currently, RUSANGANWA Augustine is a chief prosecutor at the intermediate level.

Diogene BARAJIGINYWA

Diogene BARAJIGINYWA is Chief Prosecutor at intermediate Level. Prior to being elevated to the current position, Mr. Barajiginywa has served the NPPA in a number of capacities, including as: Prosecutor in Economic and Financial Crimes Unit from 2012 to 2016; Prosecutor at Intermediate Level from March 2007 to November 2012 and Prosecutor at Primary Level from August 2004 to February 2007. He holds a Bachelors’ Degree in Laws from the Kigali Independent University and a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD) of Nyanza in Rwanda. Moreover, Mr. Barajiginywa has been trained on investigation and prosecution of offenses related to public procurement, disputes resolution and anti-corruption in public procurement, preparing and formulating indictments under the ICTR Outreach program, minors rights, juvenile justice and Rights to defense, cybercrimes, and money laundering.
