SEJEMBA Ismael

Mr.  SEJEMBA Ismael is the Head of Economic and Financial Crimes Unit of Rwanda National Public Prosecution Authority (NPPA). Before integrating this Unit, since 2006, SEJEMBA Ismael was Prosecutor in charge of different offences and   Economic Crimes at the Intermediate Level; he has been appointed prosecutor of Economic and Financial Crimes Unit in July 2014.

SEJEMBA Ismael holds a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD) of Nyanza in Rwanda; he also holds a Bachelor Degree in Law from Kigali Independent University (ULK) and a Master’s Degree in International Economics and Business Law from the same University (ULK).

Mr. SEJEMBA Ismael has been trained at different levels about  international and transnational crimes, including but not limited to  the drafting of indictment for genocide cases, Terrorism, Cybercrimes, Human trafficking, Corruption, Money Laundering, Sexual Violence, Cybercrimes and Electronic Evidence, as well as  Training of Trainers (TOT).

Amanda Claire UMUNYANA

Mrs. Amanda Claire UMUNYANA is Executive Secretary of the High Council of the National Public Prosecution Authority. She previously served as Chief Assistant at Intermediate Level since May 2012 to September 2022. She is graduated with Bachelor’s Degree in Law at National University of Rwanda in January 2012 and in 2015 she obtained a PGDLP (Post Graduate Diploma in Legal Practice) from the Institute of Legal Practice (ILPD/Nyanza). Mrs. Amanda Claire UMUNYANA has been trained at different levels about international and transnational crimes, including Human trafficking, Money Laundering as Training of Trainers (TOT).

Grace UWERA

Born 0n 15th ,August,1973 Currently following Masters in Business Administration (MBA) 2017 Academic Year September intake . she holds a Bachelor's Degree in Social Science in Public Administration Department at ULK 2007 She is working with (NPPA) National Public Prosecution Authority as Human Resources Director since 2010 up to now. She had many Certificates by different courses relenting with Administration and Human Resources such as : Leadership Management, Conflicts Management, Human Resources Management,Conflict Management,Counselling skills,Decision Making Skills for other experiences she worked as Secretary General acting each year during 7 years with many responsibilities , taking decisions and handling different administration Cases by quality and deadline respecting. she like to share and working with colleagues (Team working).

Annette INGABIRE

Mrs Annette INGABIRE is Director of Criminal Record Unit. She previously served as Criminal Record Officer since April 2011 to April 2015. She is graduated with Bachelor’s Degree in Law at Kigali Independent University in October 2010 and in 2016 she obtained a PGDLP (Post Graduate Diploma in Legal Practice) from the Institute of Legal Practice (ILPD/Nyanza). Currently she is masters’ candidate in LL.M in International Criminal Justice and Law of Human Rights at University of Rwanda. She has trained on Leadership and change Management.

Jean Claude GASASIRA

Mr. Jean Claude GASASIRA is a rwandan, married, born June 17th, 1978. He is Director of Finance Unit of National Public Prosecution Authority (NPPA) since March 2010. Before Joining NPPA, he has served Bugesera District as Director of Finance and Funds Mobilisation from 2006 to June 2007, and Director of Planning, Economic Development and Job Promotion from July 2007 to March 2010. He has also served Kigali City as Internal Auditor from July 2005 to December 2005. He holds a Master’s Degree in Finance from Kigali Independent University (2014), and BBA Degree specialization in Finance from KIST 2005. He has been trained in different areas relating his job and participated in Study Tour for usefulness of Warranty in Niger for 20 days in 2008. He has got training course on Capacity Development for the Supports of Farmers’ organizations and management for Francophone Africa and empowering women (J08-04164) in Japan for 45 days in 2008. Through all his working period he participated in many different workshops and trainings relating to his tasks organized for topics regarding especially Auditing, Planning and Budgeting. Every and each year he actively participated in activities of MTEF, Action Plan and Budget preparations of Institution he worked for.

Dieudonne INGABIRE

Dieudonné INGABIRE is the Head of SPIU. Prior to this, he served as the Director of Planning, Monitoring and Evaluation Unit from April 2015 to November 2024, and as Planning, Monitoring, and Evaluation Officer from October 2011 to April 2015. He holds a Master’s Degree in Economics and a Bachelor’s Degree in Economics. Throughout his career, he has participated in various training sessions, including those on Project Management, Strategic Planning and Management, Data Management, Conflict Resolution, Migration Profiling, Monitoring and Evaluation, as well as Leadership and Change Management.

NGABONZIZA Samson

Born in 1977, he holds a Bachelor Degree in Law (LLB) from Kigali Independent University Since 2001-2006. He also holds a Post-Graduate Diploma in Legal Practice obtained in 2012 from The Institute of Legal Practice and Development of Nyanza. He obtained a Certificate of Training of Trainers of Rwanda Integrated Electronic Case Management System in October 2015; He also obtained a Certificate in Electronic Preservation of seized objects in 2007. Currently, NGABONZIZA Samson is Chief Assistant to National Prosecutors since November 2015. He served National Public Prosecution Authority since January 2007 as Assistant to National Prosecutors. NGABONZIZA Samson was previously a Researcher assistant in « Commission d’Enquête sur le Rôle de la France dans le Génocide des Tutsi du Rwanda » from August 2006.
