Angelique HABYARIMANA

Mrs Angelique HABYARIMANA is the Prosecutor General since June 2024. She holds a Master’s degree in Criminal Justice from the University of Cape Town, a Post Graduate Diploma of Legal Practice from the Institute of Legal Practice Development of Rwanda and a Bachelor Degree in Law from the National University of Rwanda. Ms Angelique HABYARIMANA has a wide experience in Prosecution as she served as Inspector at National Public Prosecution Authority for ten years/since 2009 and prior to that, plead before courts as a National Prosecutor for 9 years. She has tremendously contributed to set up a specialized unit combating Gender-based violence crimes and domestic violence, being also the leader of the gender-based violence Unit until 2011. She has played a major role for detainees’ rights assessment in collaboration with the Rwandan Correctional Service, for human rights as a member of the national task force in charge of the Universal Periodic Report and as a member of the task force which implemented the National Preventive Mechanism in Rwanda provided for by the OPCAT. Mrs Angelique HABYARIMANA actively participated to the Child Rights Observatory as NPPA Focal point (2009-2011) and as Board member of a Child Protection Association CECYDAR (2012-2018) She is a part-time lecturer and trainer at the Institute of Legal Practice of Rwanda.

Bonaventure RUBERWA

RUBERWA Bonaventure is the Deputy Prosecutor General of Rwanda since October 2024. He has extensive background in law and prosecution. He earned his Bachelor's degree in Law from the National University of Rwanda in 1999, followed by a Post Diploma in Legal Practice from the Legal Institute and Development in Nyanza. With 25 years of experience, his career includes four years in military prosecution, three years as Chief Prosecutor at the intermediate level, and 18 years as a National Prosecutor. His diverse experience highlights his commitment to justice and legal integrity in Rwanda.

Prudence BIRABONEYE

Mr. Prudence BIRABONEYE is the Secretary General of the NPPA since July 2025. He has a strong legal background and extensive experience in prosecuting economic and financial crimes, as well as in overseeing public procurement processes.

Prior to this role, he worked as a Prosecutor in the Inspectorate of the NPPA and previously served in the Economic and Financial Crimes Unit. He was also a member of the NPPA’s Disciplinary Committee and sat in the public tender committee of the NPPA. Throughout his career, he has developed solid expertise in strategic thinking and planning, leadership and team development, coordination, and budget management.

Academically, he pursued legal studies at the Catholic University of Lyon in France, within the Institute for Human Rights (IDHL), where he obtained a Master 1 in International Human Rights Law. He also earned an inter-university diploma in Victimology from Claude Bernard University, Lyon 1. In addition, he holds a Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD) in Rwanda and a Bachelor of Laws from the Université Libre de Kigali (ULK).
