Prudence BIRABONEYE
Mr. Prudence BIRABONEYE is the Secretary General of the NPPA since July 2025. He has a strong legal background and extensive experience in prosecuting economic and financial crimes, as well as in overseeing public procurement processes.
Prior to this role, he worked as a Prosecutor in the Inspectorate of the NPPA and previously served in the Economic and Financial Crimes Unit. He was also a member of the NPPA’s Disciplinary Committee and sat in the public tender committee of the NPPA. Throughout his career, he has developed solid expertise in strategic thinking and planning, leadership and team development, coordination, and budget management.
Academically, he pursued legal studies at the Catholic University of Lyon in France, within the Institute for Human Rights (IDHL), where he obtained a Master 1 in International Human Rights Law. He also earned an inter-university diploma in Victimology from Claude Bernard University, Lyon 1. In addition, he holds a Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD) in Rwanda and a Bachelor of Laws from the Université Libre de Kigali (ULK).
