MUKUNZI Faustin

Born 1964, retired officer from Rwanda Defence Force (July 2014), he holds a Post Graduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD) of Nyanza in Rwanda and a Bachelor’s degree in law from the Independent Institute of Lay Adventists of Kigali. Currently, Mr. MUKUNZI Faustin is a National Prosecutor at the National Public Prosecution Authority in the Genocide Fugitive Tracking Unit. Previously, he has been Advocate in Rwanda Bar Association (from December 2014 to February 2015) and Military Prosecutor at Military Prosecution Department from 1996 to 2014 where he has served as Prosecutor, Coordinator officer of Gacaca Jurisdictions and Military Prosecution (2005-2010), Director of Investigations (2011-2012) and Director of Prosecution ( March 2014- July 2014). Mr. MUKUNZI Faustin holds Trainings and Certifications in techniques of Investigations and Prosecution crimes including genocide, crimes against humanity, war crimes, terrorism, human trafficking and others in penal matters.

Javan GAKWERERE

He holds a Bachelor’s degree in Law from the National University of Rwanda in 2001, and a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD) of Nyanza in Rwanda. Javan is currently a Prosecutor at National level. He previously served the Public Prosecution as Substitute of the Public prosecutor from August 2001 to 04/08/2004 and a Prosecutor at Intermediate level from 04/08/2004 to 13/02/2015.

Charles NDAGIJIMANA

NDAGIJIMANA Charles holds of a Bachelor’s Degree in Law attained from the National University of Rwanda (NUR) in 2005. He also holds a Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD) of Nyanza. He has attended several professional trainings and Seminars since 2007, in various fields of domestic as well as International Law. His Professional Career as a Public Prosecutor begun in March 2007 as a Prosecutor at Primary level until February 2011, from February 2011 to March 2016, Prosecutor at Intermediate level, from March 2016 up to now, Prosecutor at National level.

Jean Cabin HABIMANA

Jean Cabin HABIMANA has been appointed as National prosecutor in April 2021. He has been working for National Public Prosecution Authority (NPPA) since August 2004 as a prosecutor. During the 17 years, he served the prosecution office country wide and sometimes as Ag head of prosecution at intermediate Level. He also worked in the unit in charge of economic and financial crimes where he used to be the team leader of that Unit for a while. Mr Jean Cabin HABIMANA Holds a bachelor’s degree in Law and an Advanced Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD). He attended various training related to economic crimes, cybercrimes, international crimes, criminal procedures, … just to mention but a few.

Dr. Tite NIYIBIZI

Dr. Tite Niyibizi is a National Prosecutor at the National Public Prosecution Authority since April 2021, where he pleads cases before the High Court, the Court of Appeal, and the Supreme Court of Rwanda. Previously, he served as a Lecturer at the Institute of Legal Practice and Development for eleven years and a visiting Lecturer at Public and Private Universities in Rwanda where he taught various law-related courses. Dr. Tite NIYIBIZI has also been an advocate, active member of the Rwanda Bar Association for the last ten years. Dr. Tite NIYIBIZI holds a Ph.D. in law from the Erasmus Rotterdam University in the Netherlands (2018), a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development (2015), a Master’s degree in Business Law from the National University of Rwanda (2010), a Bachelor’s degree in law obtained from Kigali Independent University(2007). Over the past years, Dr. Tite NIYIBIZI has gathered significant experience in research related to law enforcement in Rwanda. In particular, Tite is one of the researchers who conduct the study on the end-to-end process mapping of the criminal justice system in Rwanda.

Roselyne NINAHAZWA

Roselyne NINAHAZWA is a holder of a Bachelor’s Degree in Law attained from the National University of Rwanda (UR) in 2004 and a Post-Graduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD) Nyanza, a course certificate of Human Rights of Geneva University. She has been appointed National Prosecutor on 14Th April 2021. She previously served on different positions in The Judiciary of Rwanda: Judge of Intermediate Court (19/07/2004-21/04/2021), temporary judge at The High Court (January 2009-March 2010), (August 2010-September 2010), (March 2012-December 2012), Legal researcher at The Inspectorate General of Courts and Law reporter and member of The Multi-Institutional Committee of Rwanda Law Reporting. Roselyne attended also various trainings at national and international level.

Dr BIDERI Diogene

Dr BIDERI Diogene is a national  prosecutor since 2023. He previously served as a Principal Legal Advisor at CNLG, chaired  the International Conference on Great Lakes Region (ICGLR) Regional Committee for the prevention and punishment of the crime of genocide, war crimes and crimes against humanity and all forms of discrimination, and Lecturer at UR (Centre for Conflict Management), ULK, UNILAK, Rwanda Peace Academy and ILPD.

The experience as a Senior Advisor led Dr BIDERI to the acquisition of skills in strategic thinking and planning, leadership and team building, coordination as well as managing the budget.

He studied law at the University of Strasbourg - France, where he successively obtained a PhD in Public International Law (24th November 2017), a Master 2 in International Public and Private Law, University of Strasbourg/France. A Master1 in International & European Law, University of Strasbourg/France, a LLBA Faculty of Law, University of Strasbourg/France and a Diploma in Legal Practice (Rwanda).

Désiré MBARAGIJIMANA

Désiré MBARAGIJIMANA is a Chief Intermediate Prosecutor. Prior to being elevated to the position of Chief Prosecutor, Mr. Désiré MBARAGIJIMANA has served the NPPA in number of capacities, including as: Prosecutor at Intermediate Level, from 2004 to 2012; Prosecutor in Economic and Financial Crimes Unit from. He was also a Lecturer in former Institut Polytechnique de Byumba ,current University of Technology and Arts of Byumba, since to 2007 to 2008 and from 2011 to date : Lecturer in Institute of Legal Practice and Development/ILPD NYANZA and and since 2011 to day: member of High Council of Public Prosecution He holds a Bachelors Degree in Laws; Postgraduate Diploma in Legal Practice. Also, He studied the Master's in International and Comparative Law of the Environment in the University of Limoges, digital campus. In addition, Mr Désiré MBARAGIJIMANA has extensively benefited from a variety of trainings both at national and international levels, which have continually enhanced his professional skills: GBV; juvenile justice and rights to defense, cybercrimes, money laundering antiterrorism and Human Trafficking.

Oscar BUTERA

Mr Oscar BUTERA is a National Prosecutor since May 2024. He has been working for the National Public Prosecution Authority (NPPA) since April 2006 as a Prosecutor at the intermediate Level and as a Chief Prosecutor at the same level. Mr Oscar BUTERA holds a Bachelor’s Degree in Law from the National University of Rwanda (NUR) and a Post Graduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD). He attended various trainings at national and international levels related mainly to economic and financial crimes, stolen asset recovery, international crimes, human trafficking and counter-terrorism.

Stanislas SIBOMANA

Stanislas SIBOMANA is a National Prosecutor since May 2024.  He obtained his Bachelor’s degree in General Law from the University of Lay Adventist of Kigali (UNILAK) in 2010. He also holds a Post Graduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD).

He previously served as Prosecutor at Intermediate Level in Economic and Financial Crimes Unit (2020-2024). He also served as Prosecutor of Nyagatare Intermediate Level (2015 -2020). Before that, he served as Chief Registrar of Nyarugenge Intermediate Court (2010 – 2015). From 2004 to 2010, he served as Registrar of Muhanga Intermediate Court.  From September 2001 to 2004, he also served as Assistant of the Prosecutor of Kibungo.

He participated in various trainings and workshops at National and International level in terms of capacity building: Training on litigation support and information management at ICTR at Arusha, Workshop on Investigation, Prosecution and Trial of Sexual Violence, Training on Crisis Leadership and Violent Crime- Executive Policy and Development, Symposium on Transnational Organized Crime- Virtual, Training on Financial Investigations & Asset recovery for Law Enforcement Agencies, Workshop on Cryptocurrencies and Trade Based Money Laundering, Training on Financial Investigation for public Corruption….
